How to Ship Alcohol Legally in the US

ShippingLabel Editorial Team··7 min read

Shipping alcohol is heavily regulated. USPS does not allow alcohol shipments at all. UPS and FedEx allow them, but only with a licensed shipper agreement — plus the recipient must be 21+, the destination state must permit alcohol imports, and state licensing requirements must be met. Here's the legal reality.

USPS: Absolutely Prohibited

USPS prohibits all alcohol shipments regardless of sender, destination, or quantity. Doesn't matter if you're sending a $10 wine gift or a $500 rare bottle — USPS will confiscate and may hold legal action. Never attempt to ship alcohol via USPS.

UPS and FedEx — With Licenses

UPS and FedEx allow alcohol shipments from licensed shippers only:

  • Must have a UPS or FedEx alcohol shipper agreement (separate from regular account)
  • Must comply with destination state's alcohol import laws
  • Must use approved packaging
  • Must require adult (21+) signature on delivery
  • Must label package 'Contains Alcohol — Adult Signature Required'

Who Can Ship Alcohol Commercially

  • Licensed wineries and breweries with direct-to-consumer permits
  • Retailers with appropriate state licenses (wine clubs, craft beer subscriptions)
  • Distributors with wholesaler licenses

Restricted States for Wine

Direct-to-consumer wine shipment is prohibited in:

  • Utah
  • Alabama
  • Delaware
  • Mississippi
  • Kentucky (requires specific license)
  • Rhode Island
  • Arkansas
  • Other states have partial restrictions

Packaging Requirements

  • Use pulp-molded wine shippers or styrofoam bottle shippers
  • Multiple layers of protection — carriers drop-test alcohol packaging
  • Wrap each bottle in bubble wrap before placing in shipper
  • Place in sturdy outer box (double-wall recommended)
  • Label clearly: 'FRAGILE — CONTAINS ALCOHOL'
  • Some carriers provide approved alcohol shipping containers

Personal Shipping vs Commercial

Strictly speaking, personal shipment of your own wine to friends is subject to the same rules as commercial shipping. UPS and FedEx require any alcohol shipment to come from a licensed sender. A gift of wine from one individual to another via the mail is a legal gray area most carriers don't formally allow.

If You're Not Licensed

Don't ship alcohol yourself. Options: use a licensed wine retailer that ships (e.g., Wine.com, Total Wine) to send wine as gifts. For beer: use craft beer subscription services. For spirits: most distillers offer direct shipping where legal.

Consequences of Illegal Alcohol Shipment

  • Package confiscation and destruction
  • Fines ($500-5,000+ per shipment) from states
  • Potential criminal charges (felony in some states)
  • Carrier account termination
  • Destruction of shipped product
