How to Ship to Germany from the US

Germany is the largest ecommerce market in the EU and DHL's home country — making DHL the natural first-choice carrier. Post-2021, the EU requires VAT collection on all imports regardless of value (the €22 low-value exemption was eliminated). Sellers can register for IOSS (Import One Stop Shop) to collect VAT at checkout and avoid recipient-pays-at-delivery surprises. Since July 1, 2026, online orders worth €150 or less also carry a flat €3 EU customs duty per item, paid by the seller or importer.

Customs Forms Required

A customs form goes on every parcel — it prints with the label when you buy postage online. For Priority Mail International, USPS says Germany wants an invoice in duplicate for every commercial shipment and for personal shipments worth $300 or more. USPS also requires the 6-digit HS (harmonized system) code for every item listed on the customs form.

How Much Does It Cost to Ship to Germany?

From USPS's July 12, 2026 price list. Counter (retail) prices come first; online postage, for example through Click-N-Ship, runs about 3–7% lower.

First-Class Package International (up to 4 lb, up to $400 in value): $21.80 for 8 oz, $29.95 for 1 lb, $32.85 for 2 lb and $66.25 for 4 lb. Online: $27.92 for 1 lb, with delivery confirmation to Germany.
Priority Mail International: $82.30 for 1 lb, $85.50 for 2 lb, $99.85 for 5 lb and $127.15 for 10 lb. Online: $79.61 for 1 lb.
Priority Mail International Flat Rate: Envelope $54.55, Small Box $56.35 (both up to 4 lb), Medium Box $93.15 and Large Box $110.60 (both up to 20 lb).
Express couriers (DHL, FedEx, UPS): priced per shipment, by size as well as weight.

💡 To Germany, a Medium Flat Rate Box ($93.15) already costs less than a 5 lb parcel by weight ($99.85) — unlike China or Japan, where the box only pays off on heavier loads. If your items fit, it holds up to 20 lb for the same price. At 4 lb, a Flat Rate Envelope ($54.55) also beats First-Class Package International ($66.25), but USPS gives no tracking on the envelope.

Customs, VAT and the New €3 EU Duty

Gifts: a gift from one private person to another, worth €45 or less and sent without payment, is free of duty and import VAT.
VAT on purchases: since July 2021 every online purchase pays German VAT — 19%, or 7% for some goods such as books. With IOSS it is charged at checkout; without it, the buyer pays before delivery.
New since July 1, 2026: online orders worth €150 or less carry a flat €3 EU customs duty per item (per type of product in the parcel). The seller or importer pays it. It is set to run until July 1, 2028.
Over €150: normal EU customs duty applies, based on the product.

ℹ️ Mark a real gift as a gift and state its true value. A 'gift' that was paid for is a purchase, and German customs taxes it as one.

How to Address a Package to Germany

German addresses put the house number after the street name, and the postal code before the city:

Recipient's full name.
Street and house number — for example 'Musterstraße 12'.
5-digit postal code and city — for example '10115 Berlin'.
GERMANY.

⚠️ USPS says any mail that needs a customs form must go to a home or business street address — not a DHL Packstation, Paketshop or Postfach. Otherwise German customs may return it. Deutsche Post also asks for a local phone number for the recipient.

What USPS Won't Carry to Germany

Germany's rules for mail include a few that surprise US senders. From USPS's own list for Germany:

Lithium batteries — including phones, laptops and other devices that contain them. Use a courier for these.
Melatonin — a common US supplement, but banned in mail to Germany.
Absinthe, weapons and replica weapons, and live plants and animals.
Playing cards, unless they are complete, wrapped decks.
Political or religious notes on the address side of the parcel.
Medicines need special permission. Meat, pasta, dairy, eggs, plants and tobacco need import papers — check with your recipient first.
